Ofgem’s call looks at issues including how a locational charge could be designed to incentivise investment aligned with the long-term needs of the system.
It is keen to identify a “full range of options” before further policy development on transmission charges with potential approaches ranging from incremental refinements through to more transformative approaches.
It said the initial considerations for designing locational charges for demand and storage assets recognise that their operational behaviour and responsiveness to signals may differ from those of generation assets. 
Ofgem said it was keen to hear from stakeholders including generators, storage operators and investors by 26 May.
