Government reveals Reformed National Pricing delivery plan

This morning, the Department for Energy Security and Net Zero (DESNZ) published an 80‑page delivery plan for Reformed National Pricing (RNP), setting out how the Government intends to implement reforms agreed under the Review of Electricity Market Arrangements (REMA) programme.

REMA was launched in April 2022 to identify reforms needed to deliver a fair, affordable, secure and efficient electricity system, while maximising the benefits of clean power for consumers. The review concluded in summer 2025, with ministers deciding to progress with Reformed National Pricing, retaining a single national wholesale electricity price, alongside substantial reforms to balancing arrangements, stronger strategic planning and enhanced system co‑ordination.

Since then, the energy industry has been waiting for greater clarity on how these reforms will be delivered, and the publication of this delivery plan provides the first detailed insight. It outlines proposed reforms to planning, network charging and the grid connections process to ensure infrastructure is built where it is needed, as well as measures to reduce constraint costs and wasted power.
